To restrict it you should just be able to look for those specific mime types. For example change your if statement to:
if (($ _FILES["file"]["type"] == “application/msword”)
|| ($ _FILES["file"]["type"] == “application/pdf”)
|| ($ _FILES["file"]["type"] == “application/rtf”)
&& ($ _FILES["file"]["size"] < 20000))
{
